Alexandria Health Department (AHD) offered blood lead level testing on Thursday, October 3 and Friday, October 4. Families still wishing to receive a blood lead level test should call their primary care provider or call AHD at 703.746.4988 during normal business hours to ask about testing options.
Blood lead level testing or the results are not required for students, staff, faculty, and volunteers to return to school. However, it is recommended because testing is the only way to know if there is lead in a person’s body and if further action is needed.

AHD has asked us to share the following information and instructions regarding the lead testing that the team has organized. Please see the letter below and on the Naomi L. In the interest of time, we are sharing this information now so you can plan for testing. Families and staff can expect to receive another update later today with more information about school opening and the FAQs we have developed.

Alexandria Health Department will offer free, walk-in lead level testing on Thursday, October 3 and Friday, October 4. Families of students, as well as staff, faculty, and volunteers should review the following information about testing at AHD carefully.
What: AHD will offer blood lead level testing. Children under 15 will receive a “capillary” or “finger-prick” test. Anyone over 15 years old will receive a venous test, also known as a blood draw. Tests will be done privately, and parents or guardians will be asked to accompany children and help them wash their hands before the blood lead level test.
Who: Testing is available to all students, staff, faculty, and volunteers. Alexandria Health Department will not be checking class or faculty lists.
When: Testing is available on Thursday, October 3 and Friday, October 4. Rather than specific appointment times, families should walk in during one of the following time frames:

Thursday, October 3: 8:30 a.m. – 12 p.m.

Thursday, October 3: 1 p.m. – 6 p.m.

Friday, October 4, 1 p.m. – 6 p.m.
Where: Testing will occur at Alexandria Health Department, located on the 4th floor at the Del Pepper Community Resource Center at 4850 Mark Center Drive. There is free parking in the garage, or you can take the free DASH bus (lines 35, 36, and 102) to the Mark Center Transit Station.
When you get here, look for signs directing you to the clinic. Please note, if you park, you’ll have to take the elevator to LR then exit and take separate elevators to the 4th floor, as shown in this video.
What to Bring: All children must be accompanied by an adult. You do not need to bring insurance information or ID. If you have a provider, please bring their contact information.
AHD will have interpretation services available. There is a small vending machine in the Mark Center lobby, but feel free to bring snacks and water. Also, please feel free to bring a game or book for your child as wait times may be longer while we test students, staff, faculty, and volunteers.
So that Alexandria Health Department can prepare for testing, please complete this REDCap Form before you come for testing. You will also have the option to complete the form as you wait for a test.
After Your Test: A representative from the Alexandria Health Department will call the number you provide at registration to share results. You will get a phone call regardless of your or your child’s test results. You should receive a call within a week of testing. If you don’t hear from Alexandria Health Department within a week of testing, please call 703.746.4988.
If your or your child’s test shows a blood lead level above the CDC blood lead reference value, a health department representative will outline next steps. You or your child may have to receive another blood test to confirm test results. These tests will be available through AHD or LabCorp at no cost. You can ask more questions about next steps when you receive your test.
Tips for Parents: If this is the first time your child gets a finger prick test, they may feel scared. You can help your child by sharing information in a calm, positive tone.
First, let your child know what to expect. Tell them their doctor needs a little bit of their blood, and that getting it is quick and easy. A health care provider will poke their finger with a small needle and collect some blood. They may feel a pinch or a poke. After, they’ll get a bandage, and they will still have plenty of blood left in their body.
It can be helpful to play calm music or talk to your child about things they enjoy if they’re nervous on the way to get tested.

Dear Naomi L. Brooks Families and Staff,
Thank you for your continued support and understanding as we have worked to address the challenges with the window replacement project at Naomi L. Brooks Elementary School (Brooks). As an update to our message last week, we want to share that the basement has undergone remediation cleaning, and the clearance test results have come back under the U.S. Environmental Protection Agency’s (EPA) threshold for lead. This clearance also includes the hallway leading to the basement. The results have been posted on the NLB Status Update webpage. We would also like to address questions and or expressed concerns raised by a few parents/guardians regarding the safety of students with respect to the lead levels in the basement of Brooks.
First, as previously shared in September 2024, once a lead exposure was suspected at Brooks, we immediately closed the school to allow for thorough remediation and testing. A third-party contractor completed the cleaning of affected areas, following EPA guidelines for child-occupied spaces. Clearance testing was conducted afterward by our third-party environmental consultant, and we reported that all clearance test results were below the EPA threshold for lead, ensuring the safety of the areas where students and staff are present. All lab results were posted on our NLB Status Update webpage for full transparency.
Because the basement at Brooks is not accessible to students, it is not a child-occupied space. According to the EPA, the risk to students and staff is extremely low. Alexandria City Public Schools’ (ACPS) environmental consultant has advised us that there was no risk to students and staff from the lead dust in the basement. Additionally, there is no evidence of lead dust in the air ducts and the child- and staff-occupied portions of the building have been thoroughly cleaned and tested. And, accordingly, the guidance received from our third-party environmental consultant is that the school is safe for students and staff and we may continue to remain open without additional cleaning and testing of the previously cleaned areas.

Nov. 8, 2024: Lead Testing and Cleaning in the School’s Basement
Dear Naomi L. Brooks Families and Staff,
As part of our ongoing communication regarding the window project, we want to update you on recent pre-wipe testing in the basement of the school. As some of the old windows in the basement had also been removed over the summer, a test was recently completed and revealed elevated levels of lead on the basement floor and window sills.
This test was not completed in the initial remediation efforts because Alexandria City Public Schools (ACPS) focused on cleaning the student-occupied spaces in order to get the school reopened as safely and as quickly as possible. However, I want to reassure you that, per our environmental contractor,lead dust does not float through the air due to its weight. Additionally, students are not permitted to access the basement in any circumstances, so there is no reason to believe that this will have any impact on the student-occupied portions of the school.
Furthermore, ACPS is taking immediate action. The basement will undergo the same remediation cleaning completed in the student-occupied areas of Naomi L. Brooks in late September and early October. We anticipate this cleaning will take place on Saturday, November 9, 2024, and there will be no disruption to the school schedule. Once the remediation cleaning in the basement is completed, we will have clearance testing done (including the immediate entryway into the basement). While the basement is rarely accessed in any event, I have asked that the basement remain closed until the cleaning has been finished. The basement windows will not be replaced until the summer when students are out of the school.
Ensuring the safety of our students and staff is our highest priority. Thank you for your understanding and support.

Nov. 5, 2024: Window Replacement Follow-Up
Dear Naomi L. Brooks Elementary School Staff and Families,
We would like to provide you with an update regarding the window replacement work completed between October 31, 2024, and November 5, 2024, at Naomi L. Brooks Elementary School.
As noted in the October 29, 2024, update, the work scheduled during this timeframe included the removal of all plywood from window openings and the installation of new windows in the empty space. The intention of the work was to enclose the building envelope in order to allow for a comfortable environment throughout the winter months.
All of the noted scheduled work at Naomi L. Brooks has been completed successfully. New windows have been installed in the empty window openings that were previously covered with plywood. The work, in its entirety, was conducted with third-party oversight that included pre- and post-testing for lead dust. Each of the impacted spaces have been cleared for re-entry through the post-testing analysis.
Looking ahead, please note that the remaining windows will be replaced during Summer Break, to include all trim work on the newly installed windows. While the windows are functional, they do not look as refined as they would with trim pieces installed. The trim work will be completed next summer with the balance of the new window installation, to minimize the disruption to our school community. More information will be provided as we get closer to that time-frame.

Oct. 29, 2024: Window Replacement Project Reminder

We would like to remind you about the next phase for the window replacement project, which is scheduled to begin on Thursday, October 31, 2024, and continuing through Tuesday, November 5, 2024. During this time, the contractor will be removing the plywood from five spaces and installing new windows to ensure a warm and comfortable environment for our students and staff as winter approaches.
As previously shared, this work will take place while students and staff are not in the building. Principal Hess has communicated details regarding logistics for professional learning days on October 31 and November 5, as well as the locations for parent-teacher conferences on November 4. To maintain high safety standards, there will be enhanced oversight during this process. This will involve thorough third-party contractor monitoring and testing before and after the work to ensure all spaces are safe for re-entry.
Looking ahead, please note that the remaining windows will be replaced during Summer Break to minimize disruptions to our school community. More information will be provided as we get closer to that timeframe.

Oct. 14, 2024: Window Replacement Project Update
Dear Naomi L. Brooks Elementary School Staff and Families,
We would like to provide you with an update regarding the next steps in the window replacement project at the school.
The immediate next step will involve the contractor removing the plywood on five window frames and installing windows in those designated areas. Specifically, as winter weather and cooler temperatures approach, it is essential to have permanent windows in these areas instead of plywood in order to retain heat in the building and to ensure the comfort of students and staff.
We plan to carry out this work beginning Thursday, October 31, 2024, through Tuesday, November 5, 2024, when students and staff will not be present in the building. Principal Hess will communicate with staff regarding logistics related to professional learning days on October 31 and November 5. In addition, Principal Hess will communicate with families regarding the locations for parent-teacher conferences that are being held on November 4, 2024.
To guarantee the highest safety standards, and out of an abundance of caution, we will be deploying additional oversight to ensure that all abatement measures are being adhered to, and will include both pre- and post-testing in that process. We also want to note that during earlier remediation activities, residual paint around the window sills was either removed or encapsulated so that it could not cause any potential risk of exposure to students or staff. Therefore, the potential risk associated with lead dust exposure as a result of this next phase of the project should be extremely low. Again, we will employ additional oversight to mitigate any potential risk associated with this work.
Looking ahead, the original schedule for project completion has been impacted and thus the remaining 12 windows, which are not part of the five that will be installed beginning October 31, 2024, will be removed and replaced during Summer Break, ensuring minimal disruption to our school community.

We were excited to welcome back our families and staff this morning at Naomi L. Brooks Elementary School. Last week presented numerous challenges and thoughtful planning, and we are pleased that we were able to open school safely today. We wanted to provide an update that the remaining spaces to include the gym, gym offices and adjoining hallway were fully cleaned and clearance tested over the weekend. We received the post-clearance test results for the gym spaces and they have tested within the acceptable lead thresholds. Oct. 4, 2024 - FOLLOW-UP: School Reopening Plans & Lead Remediation Updates
Dear Naomi L. Brooks Elementary School Staff and Families,
As we indicated in our update to Naomi L. Brooks Elementary School staff and families on Thursday afternoon, we are providing another follow-up regarding the progress of the lead remediation within the school.
School Reopening Plans
While cleaning efforts within the gym will continue this weekend, we are pleased to announce that all classrooms and hallways at Naomi L. Brooks Elementary School have been cleaned and clearance tested. Per the clearance lab results we have shared during this effort, each space is within acceptable lead thresholds set by the Environmental Protection Agency (EPA). As a result, all classrooms and offices will reopen on Monday, October 7, 2024, except for the gym, which will remain closed until we receive clearance testing results for that space.
Remediation Update
As of today, only the gym, gym offices and adjoining hallway remain to be fully cleaned and clearance tested. We will update families when that final area is complete.

Oct. 3, 2024 FOLLOW-UP: Lead Remediation Updates & Lead Exposure Testing Reminder
Dear Naomi L. Brooks Elementary School Families and Staff,
We are providing a follow-up regarding the progress of the lead remediation within the school. In addition, we want to remind everyone of the FREE lead exposure testing that is being provided by the Alexandria Department of Health. An update on the reopening plans will be provided tomorrow, October 3, 2024.
Remediation Update
As we shared in our previous updates, the remediation process, to include cleaning efforts, is underway and anticipated to be completed within the next couple of days. Please know that as cleaning is being completed, clearance testing is being conducted to confirm that the remediation efforts were effective in removing lead-containing dust. Clearance testing has to be completed and results verified to meet acceptable thresholds prior to the reopening of the school.
As part of the cleaning remediation process, our third-party environmental remediation contractor is wet-wiping primary accessible surfaces, high efficiency particulate air (HEPA) vacuuming the floor, and using Sentinel 805 Lead Dust Cleaner to clean windows, doors, furniture, and school supplies. They are also removing any loose flaking paint with hand tools, followed by HEPA vacuuming and applying lead encapsulant coating.

Thank you to our families, staff and community members who joined us for the Naomi L. Brooks (Brooks) community webinar that we we cohosted with the Alexandria Health Department last evening. A recording of the webinar has been posted on the Naomi L. Brooks School Status Update webpage.
School Reopening Plans
At this time, we are moving towards reopening classrooms and office spaces at Brooks on Monday, October 7, 2024 dependent on final clearance testing that we hope to receive for those areas within the next day or so. Clearance tests must show these spaces as below detectable levels prior to formal reopening. Please note that we do not anticipate having the clearance results for the gym by Monday, October 7, 2024 so this space will remain closed off for access until test results are received. Given the results we have received thus far, we are confident that we will open the majority of the spaces on Monday, October 7, 2024, with plans for an alternative location for in-person learning for some of the students if we do not have all the spaces cleared by Monday, October 7, 2024. We will share final plans on Friday, October 4, 2024 with the planned locations.

Parent-Teacher Conferences
All parent-teacher conferences will continue to be held virtually this Friday, October 4, 2024 . As we shared, teachers will collaborate with families to hold previously scheduled conferences in a virtual format. Your student’s teacher will communicate this information through ParentSquare.
Food Resources
To support families with nutritional needs, we have collaborated with our community partners ALIVE! and Alexandria Redevelopment Housing Authority for food distribution on Friday, October 4, 2024 from 11 a.m.-1 p.m. at the 1200 Block of Wythe Street in the Andrew Atkins neighborhood.
Also view the ALIVE! flier for hours of operation of its food hubs in Del Ray and on the West End. The food hubs are open on Tuesdays, Wednesdays, Thursdays and Saturdays.

Sept. 27, 2024 FOLLOW-UP: Important Health Update for Naomi L. Brooks Families and Staff
Dear Naomi L. Brooks Families and Staff,
As promised, we are writing with an update to Principal Hess’ letter sent yesterday evening regarding the lead exposure at Naomi L. Brooks (Brooks) during the school’s window replacement project. Due to the time necessary to clean all spaces within the building, the school will remain closed for students and staff on September 30 and October 1, 2024. This is in addition to the scheduled school closure from October 2-4, 2024. We will aim to provide another update on Tuesday, October 1, 2024, on the school’s status.
Remediation Efforts
The remediation process, to include cleaning efforts, is being mobilized today and anticipated to continue throughout the next week. Once cleaning is completed, clearance testing will be conducted to confirm that the remediation efforts were effective in removing lead-containing dust. Clearance testing has to be completed and results verified to meet acceptable thresholds prior to the reopening of the school.
Alexandria Health Department Guidance
This morning, we met with the Alexandria Health Department (AHD) that has provided the guidance below and in an attachment for staff and families. The information provided by AHD at the end of this letter includes valuable information and resources related to lead safety and health effects.
Emergency Closure Learning Activities
The Alexandria City Public Schools (ACPS) team has planned for days when in-person instruction may not be possible. Our goal is to support the continuity of learning for our students. The asynchronous learning activities provided on the Naomi L. Brooks Emergency Closure Learning Activities webpage are listed by grade level and language (English, Spanish, Amharic and Arabic). The learning opportunities provide students with practice, apply key academic skills and promote movement, self-expression, creativity, civic engagement, and language development. This packet includes Learning Board Activities.
Students should share and review their choices with an adult and complete five activities each day. Students should circle the activities on the learning board as they complete each one to help them keep track of their progress. Your student’s teachers will be available via email and ParentSquare to assist with questions from families. Lastly, students should submit their work to their teacher when they return to school for attendance-taking purposes. If there is an activity on a given day that your child is not interested in or does not have materials for, you may replace it with a choice from a different day on the learning board.

Parent-Teacher Conferences
Please note that given the school closure for next week, all parent-teacher conferences will be held virtually. Teachers will collaborate with families to hold previously scheduled conferences in a virtual format. Your student’s teacher will communicate this information through ParentSquare.

Information on Chromebooks
At this time, we are unable to allow families to retrieve Chromebooks at the school given our focus on remediation in the building. While we know this may pose an inconvenience, we hope that the printed copies that we have made available to families will assist given that students do not have access to their Chromebooks.

Alexandria Health Department Lead Exposure Health Guidance
Dear Naomi L. Brooks Community,
Alexandria Health Department would like to share some guidance and educational resources regarding potential lead exposure.
Lead exposure commonly happens when people put items containing lead in their mouths or when people breathe in lead dust in the air. If people - especially very young children and pregnant people - are exposed to lead, they can face harmful effects.
The only way to know if someone has lead in their blood is to take a test. You can get a test and health guidance through a health care provider. If you do not have a medical provider, call the Alexandria Health Department at 703.746.4988. An immediate emergency room or urgent care visit is not necessary for testing.
The Virginia Department of Health (VDH) provides lead safety information that is available in various languages: VDH Lead Safe Educational Materials.

Important Health Update and School Closure on 9/27/24
Dear Naomi L. Brooks Families and Staff,
We are writing to inform you about a situation that came to our attention regarding a concern that appropriate mitigation efforts had not been followed by a contractor performing work at the school for window replacement that began last Friday evening. After thorough investigation, we learned today that our environmental contractor has identified lead particles in a kindergarten classroom (Room 2), a fourth grade classroom (Room 18), the main office suite and the clinic.
As a precautionary measure, we are closing the school tomorrow, September 27, 2024 to ensure the safety and well-being of our students and staff. An environmental cleaning contractor will conduct comprehensive remediation cleaning in the affected areas tomorrow. While general cleaning has already occurred, this cleaning is essential in ensuring all residue has been removed.
To support families and staff, we have contacted the Alexandria Health Department (AHD) for guidance and next steps. AHD can provide valuable information and resources related to lead safety and health effects. Once we receive the guidance to share with staff and families, we will share the details.
As we learn more about this deeply concerning matter, the Department of Facilities & Operations will provide a more detailed update to families and staff. I understand that you may have many questions regarding this matter, as do I, and I will be working in tandem with the Department of Facilities & Operations on the remediation and communication efforts.
